Carroll County, Maryland Greenlights Additions at Six Elementary Schools

Maryland's Carroll County Public Schools is set for a construction push after officials approved plans for additions at six elementary schools. The approvals are the first phase of a districtwide prekindergarten expansion.

The Board of Education unanimously approved the projects, which are expected to break ground in June 2026 and wrap up in 2027. The Baltimore Sun reported the development earlier this month.

Project Scope and Size

Schools Involved: Elmer Wolfe, Robert Moton, Runnymede, Spring Garden, Westminster, and Winchester Elementary.

Additions: Each site will receive one new pre-kindergarten classroom with a hallway, bathroom, and workspaces. Some building designs allow for a future second classroom.

Capacity Impact: Each addition increases school capacity by 20 students, directly addressing the need for more pre-K space in high-need communities.

Pre-K Expansion: The district aims to nearly double pre-K seats from 400 to 840 by 2028. This phase adds 120 seats across the six schools.

Cost Estimates

  • Elmer Wolfe: $1.7 million
  • Robert Moton: $1.9 million
  • Runnymede: $1.9 million
  • Spring Garden: $1.4 million
  • Westminster: $1.6 million
  • Winchester: $1.9 million

Market Opportunity

The projects represent a combined construction investment of over $10 million, with potential for future phases and additional classroom options.

Separately, a $7.8 million project at Freedom Elementary will address overcrowding by adding five classrooms, including one for pre-K. According to officials, construction will run concurrently with the six main projects.

Carroll County Public Schools is located near Baltimore and 
Washington, D.C. metropolitan areas.
